What is an image-to-PDF converter?

An image-to-PDF converter takes one or more raster images (JPEG, PNG, WebP) and embeds them into a PDF document. The result is a multi-page document where each image occupies one page, laid out according to a chosen page size (A4, Letter, Legal) and orientation. This is useful when you need to submit photos as a document — a university assignment with scanned worksheets, a contract with handwritten signatures photographed on a phone, or a collection of receipts for an expense report.

How does image-to-PDF conversion work in the browser?

OffCloud.tools uses pdf-lib to construct the PDF document and the Canvas API to prepare images for embedding. Each image is drawn onto a canvas element, converted to PNG data, and then embedded into a PDF page with the correct dimensions. Page sizes are calculated by converting millimetres or inches to PDF points (1 point = 1/72 inch). All of this happens in your browser tab — no server receives your images.

How to convert images to PDF with OffCloud.tools

  1. Drop your images onto the drop zone or click Choose files.
  2. Drag the thumbnail cards to arrange the pages in the order you want in the final PDF.
  3. Choose a page size: A4 for most of the world, Letter for US documents, Legal for legal or US government forms.
  4. Set orientation (Portrait or Landscape) and margin. Choose an image fit mode: Fit (image fully visible, possible white space), Fill (image covers full page, edges may be cropped), or Actual size.
  5. Click Create PDF. Your download starts immediately.

Is it safe to convert images to PDF online?

Images converted to PDF often contain sensitive content — scanned ID documents, medical imaging results, signed contracts, passport photos. Most online image-to-PDF tools upload these files to their servers before returning the output document. OffCloud.tools is structurally different: conversion happens entirely inside your browser tab. Your images are loaded into browser memory, the PDF is assembled locally, and the output file is downloaded directly to your device. Nothing is transmitted over the network.
